Council of Ministers’ decision missing and thousands of citizens speak out

During the public meeting on October 28, 2025, regarding the Kingdom Law HOFA, it became painfully clear that there is no consensus within Aruba on this far-reaching law.

The discussion revealed that there is no decision from the Aruban Council of Ministers officially approving the Kingdom Law HOFA, nor has any formal draft been submitted to the Kingdom Council of Ministers in the Netherlands based on such a decision. This raises serious questions about the legal and administrative legitimacy of the process followed so far.

Moreover, the political divisions became even more evident during the session. The MEP and PPA factions, as well as Member of Parliament Mike de Meza (AVP), explicitly spoke out against the Kingdom Law HOFA. Several AVP members indicated that they would withhold their vote until advice from the council is received — a clear sign of deep division within Parliament.

Resistance is also growing outside Parliament. Thirteen trade unions have sent a joint letter to the government expressing their opposition to the Kingdom Law HOFA, arguing that it undermines Aruba’s autonomy and is being pushed through without public support.

In addition, a petition with nearly 10,000 signatures from Aruban citizens opposing the law has already been submitted.

The conclusion is clear: There is no support, no consensus, and not even formal approval from the Aruban Council of Ministers.

Nevertheless, the government seems determined to proceed with a Kingdom Law that deeply divides the country.
