Large-scale investigation Parkietenbos

Onbudsman

The Ombudsman, Ms. Jurima Bryson LL.M. has launched a large-scale formal investigation into persistent nuisance odors and air quality concerns in, among other areas, Parkietenbos, Mahuma, Buena Vista, Simeon Antonio, Bucutiweg, Wayaca and surrounding areas.

 

The formal investigation follows a complaint submitted by an interest organization. That there is nuisance of odors and air quality in the area is a fact of common knowledge. Given the nature, scope and duration of the reported problems, the Ombudsman has decided to examine the matter more broadly.

 

The investigation will focus on the situation in the affected areas and on how the government has addressed the issue. This includes examining available information on air quality, the possible effects on the health and living environment of residents, and how reports and complaints from residents have been handled.

 

Several institutions involved

Several government institutions have now been formally contacted as part of the investigation. These include:

  • The Ministry of General Affairs, Culture, Environment and Nature;
  • The Ministry of Infrastructure, Energy and Telecommunications;
  • The Ministry of Public Health, Social Affairs, Senior Care and Addiction Care;
  • Aruba Wastewater Sustainable Solution N.V. (AWSS);
  • Crisis Management Office (CMO);
  • Directorate of Nature and Environment (DNM); and
  • Directorate of Public Health (DVG).

 

The Bureau of Legislation and Legal Affairs (DWJZ) is also being consulted as an expert. Depending on the findings and information that becomes available during the investigation, other government institutions and experts may also be involved.

 

Residents’ experiences are important

The experiences of residents and other stakeholders are an important part of the investigation. For this reason, the Ombudsman has opened a special OMBOX through www.ombudsman.aw.

 

Residents, businesses, civil society organizations and other stakeholders can use the OMBOX to share their experiences and submit relevant documents or other information.

 

The Ombudsman encourages anyone affected by the issue to share relevant information. This can help provide a more complete picture of the situation.

Independent investigation

The Ombudsman is conducting the investigation independently and carefully. Information provided by residents, the institutions involved and experts will be considered in assessing the situation. The principle of a fair hearing will also be applied.

 

Once the investigation has been completed, the findings and conclusions will be presented in a public investigation report. Where appropriate, the report will also include recommendations for the institutions involved.

 

The Ombudsman will keep the public informed about relevant developments concerning the investigation.
