Today, the Public Entity Bonaire and Selibon N.V. signed an execution agreement outlining various commitments regarding a package of emergency measures needed to improve and stabilize waste management on Bonaire. With this agreement, they are taking concrete steps toward creating a safer and cleaner living environment for people, nature, and animals.
‘Together, we safeguard service continuity, reduce risks at the Lagun landfill until it closes, and strengthen Selibon’s operational structure in a sustainable way,’ said Commissioner Clark Abraham.
For the year 2025, the Public Entity Bonaire has allocated a total of USD 3.8 million to address the most urgent issues. The agreement specifies how these funds will be used. An independent external audit will be conducted to determine the financial and organizational requirements for a healthy business operation at Selibon. The results will form the basis for a new tariff structure and future waste management decisions, which will be formalized in a new service agreement.
The parties agreed that Selibon and the Public Entity Bonaire are working toward a system in which the tariffs cover the operational costs. To achieve this, the Public Entity Bonaire will amend the Waste Ordinance and implement a revised waste management approach in 2027. Additionally, a new service agreement between OLB and Selibon is being prepared, set to take effect on January 1, 2026.
Commissioner Abraham emphasized:
‘With this agreement, we are taking an important step toward responsible and resilient waste management for Bonaire’s future. The challenges are significant, but through clear agreements, financial stabilization, and strong collaboration, we are creating the foundation needed to restore this essential public enterprise to health and reliability — for the benefit of Bonaire’s residents and our natural environment.’
Special attention is given to Selibon’s employees. The labor agreement (CAO) will be improved, a training and development program will be introduced, and medical assessments will be conducted for employees, with extra focus on those working at the disposal sites. Furthermore, in 2025 the Public Entity Bonaire will provide an appreciation bonus to all employees. Residents living near Lagun and the Pro Lagun Foundation are also actively involved through periodic consultations, ensuring transparency and community engagement.
Selibon director Edsel Winklaar added:
‘With this support, we can improve our services, better facilitate our employees, and continue the necessary modernization of our organization. This is an important step for both our staff and our community.’
