Tourism boom pushes demand for Certificate of Good Conduct (VOG) to nearly 9,500 requests

The expansion of the hotel sector and the opening of so-called ‘new resorts’ in Aruba had a direct impact on the workload of the Public Prosecutor’s Office (Openbaar Ministerie – OM). During 2025, the Judicial Documentation Department received a record 9,458 requests for a Verklaring Omtrent het Gedrag (VOG or certificate of good conduct). This represents an increase of more than one thousand requests compared to 2024, generating Afl. 328,120 in revenue for the government treasury. Out of this total, 13 requests were rejected due to a criminal record.
In matters of international cooperation, the OM processed 45 mutual legal assistance requests (rechtshulpverzoeken) that came from abroad and sent 22 requests to jurisdictions outside of Aruba. They also handled two extradition requests (uitleveringsverzoeken): one from Canada (which was executed through an expedited process) and one from France (which was later canceled). Additionally, petitions related to mental health topics (Krankzinnigenverordening / Insanity Ordinance) increased to 45 cases.
