Within the context of ongoing discussions regarding the Kingdom Act on Financial Supervision (Rijkswet HOFA), former Member of Parliament Raoul White has emphasized that healthy public finances are the bedrock of any successful government. White is advocating for a sense of “political discipline” where the Parliament of Aruba fully assumes its oversight role, reducing structural dependence on the Netherlands. According to White, this requires a higher level of political maturity.
For White, the starting point for the HOFA process must be crystal clear: the country’s finances must be in order. He stated that this is not merely a technical requirement but the very foundation necessary to govern a country properly and meet the needs of its citizens.
Structural Oversight and Political Discipline Beyond a robust financial control structure, White introduces the concept of “political discipline” as a fundamental pillar. He argues that the primary responsibility for monitoring government spending rests with the people’s representatives in the Parliament of Aruba.
“There must be discipline within one’s own house,” White emphasized, indicating that a Parliament that effectively holds its Government accountable strengthens the island’s autonomy. According to the former MP, Aruba should not consistently look toward the Netherlands to perform the essential task of supervision.
Strengthening Autonomy White’s vision is rooted in the idea that when a country maintains total and responsible control over its own finances, it becomes less vulnerable to external intervention. By implementing structural oversight within Parliament itself, the island ensures that public funds are spent transparently and responsibly.
White concluded that this responsibility is crucial for the future of Kingdom relations, where a financially disciplined Aruba can function with greater independence and strength in its own governance. “The only ones who can achieve this are the parliamentarians of Aruba themselves,” he stated.
