BHRO led by James Finies wins battle for extra time for local students in May 2026 exams

James Finies of the Bonaire Human Rights Organization (BHRO) informs the people of Bonaire about an important development achieved through persistent struggle to defend the rights of students within Bonaire’s educational system.

BHRO thanks the parents and families of the Liseo students, expressing their sincere gratitude for the efforts made by BHRO, James Finies, and Davika Bissessar Shaw in fighting for fair educational opportunities for students preparing for their exams.

In an unprecedented move, following continuous dialogue with the Office of the United Nations High Commissioner for Human Rights, the Dutch Ministry of Education, and the Government of the Netherlands, BHRO raised concerns regarding situations affecting local students in Bonaire’s secondary education system specifically, and education in Bonaire in general.

As part of these efforts, BHRO traveled to the United Nations in Geneva, Switzerland, where the organization presented a formal complaint before the Committee on Economic, Social and Cultural Rights (CESCR) during the 7th Periodic Review of the Kingdom of the Netherlands. BHRO’s intervention focused on serious concerns regarding education, equality, language, and the protection of student rights in Bonaire.

The Bonaire education case consists, among other things, of allegations of non-compliance with the right to education (UDHR Art. 26; ICESCR Art. 13; CRC Arts. 28–29), the prohibition of linguistic discrimination (ICERD Art. 5; ECHR Art. 14 together with Protocol No. 1, Art. 2), the rights of minority groups and mother tongue (CRC Art. 30), and equal access to fair educational assessment and non-discrimination under international human rights law.

After BHRO sent an official letter to the Dutch Ministry of Education and international human rights bodies requesting an extra 30 minutes for Dutch-language exams for local students, BHRO received communications and is in dialogue with the Dutch Ministry of Education. Furthermore, the Bonaire education case presented by BHRO was discussed within the Ministry of Education, the Standing Committee for Education, and the House of Representatives (Tweede Kamer). This was recently followed by the revealing and historic information that Liseo students taking exams in May 2026 will receive the requested additional exam time.

This development represents an important and significant step for the students of Bonaire and demonstrates the importance of BHRO’s persistent struggle, international commitment, and defense of fundamental human rights.

BHRO remains committed to continuing its work defending the people of Bonaire, especially in the areas of education, equality, social justice, human dignity, and the protection of all fundamental rights.
