Minister of Justice, Integration, Public Transport, and Energy, Mr. Drs. Arthur Dowers, visited the facilities of Guarda Nos Costa at FOL and Dakota. This visit is part of ongoing efforts to improve and modernize detention facilities for undocumented persons awaiting deportation.

After visiting Immigration at the airport, Minister Dowers went to FOL, located next to the Airport Fire Department, to personally inspect the results of the renovation works that were carried out after the building had deteriorated due to a lack of vision and investment during the previous administration.

A few months ago, Minister Dowers made a surprise visit to the facility and observed that the renovation process was already underway. Today, the detention cells are practically ready for use. Some of the staff from Guarda Nos Costa, who previously worked at the Dakota detention center, have already moved to FOL and are preparing the offices, so the facility can soon be fully operational from the new location.

This modernization is not only infrastructural but also institutional. It is crucial that detention facilities comply with international human rights standards, especially for families with children awaiting deportation. Dignified conditions, adequate space, ventilation, hygiene, and proper separation are essential components of a responsible and humane system.

Meanwhile, preparations are ongoing at the Dakota Detention Center to use that facility for the detention of ambulatory addicts under the jurisdiction of Justice. Under the supervision of addiction care professionals, detainees will receive treatment and guidance, aiming to address the substance abuse problem that has been out of control for many years and requires urgent attention.

Minister Dowers expressed satisfaction at seeing the concrete progress at these facilities and the enthusiasm of the Guarda Nos Costa staff for a fully renovated facility that meets current standards for security, humanity, and professionalism.

These visits confirm the minister’s commitment to strengthening control and detention infrastructure in Aruba, valuing human dignity, responsibility, and compliance with international standards.
