Development of Lago Heights Park CEDE ARUBA for San Nicolas

This project represents a major step forward in the creation of safe, inclusive, and high-quality public recreational spaces that support the healthy development of children and strengthen community life. The foundation for this initiative was laid in 2023, when Aruba was honored by a visit from Her Royal Highness Princess Beatrix.

During this visit, a donation of €1.5 million was presented to Stichting Jantje Beton, a Dutch organization with specialized expertise in the development of safe and accessible recreational spaces for children. Stichting Jantje Beton works closely with the Dutch government and the Dutch Postcode Lottery and has supported recreational development projects throughout the Caribbean, including Saba, St. Eustatius, and Bonaire.

In the same year, CEDE ARUBA took the initiative to invite Stichting Jantje Beton to conduct a comprehensive Recreational Space Scan in Aruba. The results of this assessment showed that many playgrounds were outdated, poorly maintained, or unsafe, and that only a limited number of recreational areas were fully accessible to all children. The study identified San Nicolas as one of the areas with the greatest need for investment in safe and inclusive play infrastructure.

With support from the Postcode Lottery, Stichting Jantje Beton and CEDE ARUBA jointly decided to prioritize the development of a community recreational space in San Nicolas. Together with residents, schools, and community stakeholders, Lago Heights Park was selected as the most suitable location. Throughout 2024 and 2025, multiple co-creation sessions were organized, actively involving children, seniors, teachers, and community leaders in shaping the design.

In 2025, the final design of the park was completed by architect Raffy Kock.

A Regional Playground with Three Distinct Play Areas

Lago Heights Community Park is designed as both a recreational space and a community hub, structured around three interconnected play zones that together offer a wide range of physical, creative, and social play experiences. The design translates the outcomes of the community co-creation process into a cohesive landscape that invites children to move, explore, imagine, and connect.

The three play zones are linked through a thoughtfully designed landscape featuring green areas, shaded rest zones, seating areas, and barrier-free pathways. These elements make the park not only a place to play, but also a welcoming public space for families, schools, and the wider community. Together, these components form a balanced playground that supports physical activity, creativity, social cohesion, and long-term community use—positioning Lago Heights Park as a model for future playground development across Aruba.

Financing and Implementation

Due to the size and ambition of this project, the total budget exceeds the funds initially available. To date, Stichting Jantje Beton has committed AWG 300,000, CEDE ARUBA has contributed AWG 150,000, and the Ministry of the Interior and Kingdom Relations (BZK), through VNACS, has added AWG 181,000. At this time, approximately AWG 170,000 in additional funding is still required to fully complete the project.

A request for the remaining amount has been submitted to the Government of Aruba, and CEDE ARUBA understands that this amount is included in the supplementary budget that was recently approved.

Implementation of the project has already begun. Orders have been placed for various play elements and materials, including components sourced from abroad, and preparatory work is underway. Construction and installation will take place in phases, in close cooperation with local contractors and public authorities. Lago Heights Community Park is expected to be fully completed and opened to the public in July 2026.

Looking Ahead: Long-Term Vision and Shared Responsibility

CEDE ARUBA and Stichting Jantje Beton have a clear intention to enter into a long-term agreement with the Government of Aruba. This agreement aims to ensure sustainable maintenance arrangements for Lago Heights Park and, in the future, to create a framework for the development of additional safe and inclusive play spaces across the island.

Within this vision, CEDE ARUBA seeks to actively involve the private sector, local organizations, and the community at large. The development, care, and preservation of play spaces are a shared responsibility. Investing in children means investing in Aruba’s future—and that responsibility belongs to all of us.
