Hendrik Tevreden: “Parliament needs more control over the development fund”

In a statement reflecting deep concern, Member of Parliament Hendrik Tevreden voiced his criticisms regarding the recently passed law on the management of development funds. According to Tevreden, the lack of adequate control instruments puts the fund at risk of becoming a financial disaster once again.

The lack of control guarantees Tevreden emphasized that Parliament has a duty to demand more control, as the fund involves “millions of guilders” belonging to the people. The MP argued that:

• Currently, there is no control mechanism that provides the necessary security to approve expenditures of this magnitude.

• The lack of adequate control instruments prevents Parliament from ensuring that funds are invested responsibly.

• The current process lacks the necessary “technique” and “inspection” to prevent corruption or mismanagement of the funds.

Criticism of the Government’s “Business Case” Tevreden maintained that during debates with the government, the minister/government failed to convince opposition factions regarding the project’s success. In his view:

• There is no well-formed business case for the project, making it vulnerable to failure.

• The government lacks the accountability to accept the consequences of projects that do not yield promised results.

• The MP specifically referred to the lack of “sanctions” or corrective measures when results do not align with original expectations.
Physical Infrastructure vs. Human Capital One of the most controversial points Tevreden highlighted is the imbalance in investment priorities:

• The government places absolute emphasis on “physical infrastructure,” such as construction and public works.

• On the other hand, he regrets that the fund does not give necessary attention to “human capital”—the development of the people who must drive the economy.

• Tevreden affirmed that while he agrees with development, it must take place in a way that benefits the community and not just the construction of buildings.
Opposition stance Tevreden concluded his statement by affirming that his faction is not in a position to collaborate on this project, as they are not being heard in order to influence final decisions. He insists that until there are stronger control instruments and a more balanced focus between infrastructure and people, they will remain against this fund.
