Partido RAIZ recently held the fifth session of its Academy of Good Governance 2025 (ABG), focused on the theme “Social & Economic Impact.” The session was led by economist Mr. Herry Koolman, a professional with over 30 years of experience, who began his career at the Central Bank of Aruba in 1991.
During the evening, Mr. Koolman explained the essential difference between Gross Domestic Product (GDP) and GDP per capita, emphasizing that true growth must be reflected in the lives of the people, not merely in macroeconomic figures. He also presented the paradox of mandatory growth, referring to the global pressure for continuous expansion even as demographic and natural resource limitations demand a more sustainable model focused on quality and productivity.
Mr. Koolman discussed both the “hard” and “soft” sides of fiscal policy: the hard side concerning taxation, public spending, and investment direction, and the soft side focusing on clear communication, trust, and public acceptance. He stressed that the economy must rest on a solid foundation of real economic strength, and that responsible leadership requires transparency and strategic planning.
A key point of concern was Aruba’s serious housing situation. According to Mr. Koolman, approximately 60% of the population cannot currently afford or access housing, a challenge that creates long-term social and financial pressure. He also referred to the issue of the “minimum standard of living”, noting that Aruba must maintain a basic level of economic and demographic capacity to sustain its economy and public services over the long term.
Furthermore, Mr. Koolman indicated that Aruba is currently in a structural economic phase, where long-term trends carry more weight than short-term cycles. Based on his analysis, he warned that without diversification and proactive reform, Aruba could face an economic downturn around 2027–2028 — a call for action, innovation, and forward-thinking governance starting now.
The session fostered a deep and critical dialogue on Aruba’s future, emphasizing the importance of civic education, integrity, and data-based decision-making as essential pillars for a strong and stable nation.
The next ABG 2025 session will take place on Thursday, November 6, at the Botica Oduber Building on Caya Betico Croes, on the theme “Good Corporate Governance,” featuring guest speaker Mr. Jossy Lacle.
