Former manager of two bars found guilty of human trafficking

The Joint Court of Justice recently sentenced the suspect C.E. to an unconditional prison sentence for human trafficking (mensenhandel), migrant smuggling (mensensmokkel), and for illegally employing individuals.

This is a case where the suspect, who was the manager of two bars in San Nicolas, brought people from abroad to work in prostitution. Even if the individuals involved had agreed to it or if they were already working as prostitutes in their own country, this remains a punishable offense. C.E. is suspected of committing the offenses of recruiting the individuals abroad, bringing them to Aruba, and also putting them to work illegally during various periods in 2024 and 2025. The Joint Court of Justice emphasized that these are serious crimes that affect public order and harm the protection of vulnerable people.

U.S. Department of State The fight against human trafficking is not only important here in Aruba itself, but also plays a major role in how our island is evaluated by the United States Department of State in the so-called TIP Report. TIP stands for Trafficking in Persons. The United States views human trafficking as a matter of global security.

In the TIP Report, the United States evaluates how much a country does to prevent human trafficking, how many human trafficking investigations it conducts, how it prosecutes suspects, and how it protects victims. This evaluation is categorized into a so-called TIER. Aruba’s TIER influences Aruba’s international reputation and whether our island is viewed as “trustworthy” or not.

The United States has placed Aruba in the TIER 2 category. This means that Aruba performs well on several points but does not yet comply 100% with the standards anchored in the U.S. Federal Law called the Trafficking Victims Protection Act (TVPA). Aruba has room for improvement.

What is Human Trafficking (mensenhandel)? Human trafficking is about the exploitation of people. In labor exploitation, for example, people have to work under poor or dangerous circumstances, for little money, without days off, and without the possibility to leave. Sexual exploitation means that a person is forced into sex. Criminal exploitation means they are forced to commit punishable acts, such as transporting drugs.

What is Migrant Smuggling (mensensmokkel)? Migrant smuggling is when, intentionally, people are brought illegally into Aruba, often for payment. An important characteristic is that the person themselves wants to come here. Nevertheless, it remains a punishable offense. Migrant smuggling is not exploitation like human trafficking, but it can put a person in a vulnerable situation, for instance, through debt or because they have to work illegally.
