The Board financial supervision Curaçao and Sint Maarten (Cft) emphasizes that tourism growth brings economic opportunities for Curaçao; however, it also exposes new challenges. The Cft advises the Government to reach a comprehensive vision and clearly focused coordination regarding the desired development of tourism. Only in this way can tourism contribute to prosperity and financial sustainability in the long term as well.

Tourism development is an important engine of economic growth for Curaçao. However, its persistent success leads to increased pressure on the island’s capacity. Increasingly, public facilities and natural resources are reaching their limits. Examples include airport capacity, increased traffic congestion, pressure on the housing market, and the health status of coral reefs.

The Cft points out that uncontrolled growth could ultimately undermine Curaçao’s attractiveness as a tourist destination. Therefore, continued growth requires Government management, cooperation with social partners, and targeted investments in infrastructure, waste processing, energy, and nature conservation, among other areas.

Economic Structure

The growth of tourism is also changing the island’s economic structure. Figures from the International Monetary Fund show that employment is shifting increasingly toward lower-paying jobs in tourism and informal activities, while there is a reduction in formal positions. This has consequences for tax revenues and the financing of social security.

Opportunities exist for Curaçao to increase the economic value added from tourism. The Cft underscores the importance of qualitative rather than quantitative tourism growth. Focus should be placed on an increase in formal employment, higher labor productivity, more local economic value added, and a broader tax base. Targeted financial and fiscal incentives can support the desired development of tourism. In this manner, tourism development can contribute to a sustainable, future-ready economy.

Budget for 2027 and Subsequent Years

Due in part to favorable economic developments, Curaçao projects large budget surpluses for the 2027–2030 period. However, the economy remains vulnerable to shocks and financial risks. Furthermore, Curaçao faces various financial challenges. For instance, the solution for the financial situation of the Curaçao Medical Center has not yet been finalized. From a broader perspective, the structural financial sustainability of health and social security funds remains a considerable challenge. Given the pressure of high collective expenditures on Curaçao, implementing healthcare and social security reforms is crucial to safeguarding financial sustainability.
