As debates over the financial situation of the Horacio Oduber Hospital (HOH) continue, the origin of budget cuts in the public health sector remains closely linked to the conditions imposed by the Netherlands during the COVID-19 crisis.
The Origin of the Cuts: Landspakket and Dutch Demands In order to receive financial aid (liquidity support) from the Netherlands during the COVID-19 pandemic, the Government of Aruba had to accept a series of strict conditions anchored in the Landspakket. One of the most impactful points was the requirement to drastically cut healthcare expenditure in the public health sector, including reducing the AZV budget and making cuts to operational rates and funds for healthcare institutions.
It was recently confirmed that these conditions and the reform framework had to be extended for two more years, maintaining financial pressure on Aruba’s health sector.
The Structural Impact on the Hospital Several politicians point to the practical consequences of these budget cuts and freezes. In the case of HOH, management itself noted that budget allocations have remained at the same level for over 10 years. Combined with the rising cost of living and the ongoing impact of COVID-era cuts, this makes it extremely difficult today to cover daily operational expenses and carry out necessary investments.
The Challenge Between Financial Obligations and Quality of Care The Netherlands was unconcerned with the challenges Aruba faced, focusing solely on protecting the loaned funds to ensure they would be repaid correctly by Aruba. While the obligation to comply with the Landspakket and agreements with the Netherlands remains in place for the next two years, the main challenge for the country is how to balance these financial demands without compromising the quality of medical services or the stability of healthcare institutions in Aruba.
