Bonaire and the Netherlands reconfirm agreement for sustainable waste management

On June 19, the Public Entity of Bonaire (EPB) and the Ministry of the Interior and Kingdom Relations (BZK) signed an addendum alongside the administrative agreement to address Selibon Lagun. With this addendum, EPB and BZK confirm their joint efforts to execute the administrative agreements made on November 20, 2025, supported by the Ministry of Infrastructure and Water Management (IenW) and the Ministry of Agriculture, Fisheries, Food Security, and Nature (LVVN).

The government agreement contains more concrete arrangements regarding the implementation of recommendations from the KPMG investigation into Selibon, as well as the funding for waste management in Bonaire for the 2026-2028 period. This investigation indicates that complementary measures and investments are necessary to achieve a waste management system that is sustainable, safe, and future-proof. The total financial commitment amounts to approximately USD 40.1 million, consisting of operational costs and investments in equipment and infrastructure.

Significant steps have already been taken in the recent period. For instance, measures were implemented to guarantee Selibon’s operational continuity, investments are being made in new equipment, and EPB is working together with BZK on structural solutions for waste processing in Bonaire. Among other outcomes, this has resulted in the termination of intergovernmental supervision. The Executive Council has committed itself to implementing the recommendations of the KPMG report. For 2026, EPB will make an additional sum of USD 4.4 million available through this year’s second budget amendment. Furthermore, a total of USD 5.1 million will be invested over the 2026-2028 period in equipment, infrastructure, and the continuous strengthening of Selibon’s operational management.

The Executive Council has commissioned an independent investigation into financial feasibility, as well as alternative locations for waste collection and processing. This investigation is currently underway. Results are expected by mid-August and will play a crucial role in subsequent decisions regarding waste management in Bonaire.

With this addendum, EPB and BZK jointly add further substance to the administrative arrangements made at the end of 2025. This marks an important step toward sustainable operational management, better protection for people and the environment, and a waste management chain for Bonaire that is prepared for the future.
