Parliamentary debate on the development fund and governance control. On one side, there is a desire for control; on the other, a desire for unchecked freedom to handle the people’s money. During a recent discussion in Parliament, an intense debate took place regarding legislation and the management of the development fund. During the session, emphasis was placed on the role of the opposition and the need to ensure that these resources effectively reach the people.

Lack of transparency and control. Nonetheless, MP Carlos Bermúdez stressed that the opposition has the right to listen to and evaluate both the positive aspects and the challenges in the country’s progress. The main point of discussion is that the fund in question must serve projects that directly benefit the community. In the course of the debate, it was brought up that, in the past, there was concern that the public did not see the expected results. This was during the same period when the AVP put Aruba in a difficult financial situation and then COVID arrived, making it impossible to invest because food on the table had to be prioritized over concrete.

According to MP Carlos Bermúdez: changes to the law and supervision. He referred to the change in management, where feedback from the opposition related to the “note of amendment” (nota van wijziging) was incorporated. This resulted in a demand for more control and a better structure of checks and balances. In this context, procedures were adapted, including the duration of control, to ensure transparency in the process that began in the FDA era and was supposed to be closed in 2022.

Criticism of current management. During the intervention, it was criticized that, although control processes have been strengthened and more transparency created, it sometimes seems that the effort does not translate into the desired well-being for the country. It was noted that the problem is not the legislation itself (such as the HOFTA), but the commitment to the country of Aruba.

The speech concluded with a call to the coalition to govern with the country’s best interests at heart, emphasizing that the nation’s progress must be the absolute priority, above any other political interest. MP Carlos Bermúdez supports the investment law as it currently stands, even though he, as an MP, does not have a clear view of what comes in and goes out to control the government in power.
