Undocumented migrants who entered Aruba illegally may return home without facing a future entry ban

On Tuesday morning, the Minister of Justice, Mr. Arthur Dowers, announced that the “Hunto Pa Progreso” project is entering its final two months. This temporary initiative focuses on individuals who entered Aruba legally through the airport but have overstayed their visit period and are now residing illegally on the island. Consequently, those who entered clandestinely — for instance, by boat, small vessel, or even cruise ship — are not eligible under the four phases of Hunto Pa Progreso.

For this group of undocumented individuals, Minister Dowers recommends taking advantage of the automatic dispensation arrangement currently in effect for those who voluntarily depart Aruba. These persons will not receive a re-entry ban and may even return as tourists for short visits in the future.

Considering that in 2026 the competent authorities will intensify immigration controls around Aruba, the Minister strongly advises voluntary departure. Those who are deported by the authorities could face an entry ban of up to five years. However, individuals who leave voluntarily before the end of 2025 will retain the opportunity to apply for a regular DIMAS residence permit in 2026.

Minister Dowers therefore urges all persons who entered Aruba via the airport before July 1, 2025, to make use of this unique opportunity under Hunto Pa Progreso.

Appointments can be made through www.dimasaruba.aw or by visiting DIMAS without an appointment between 5:00 p.m. and 8:00 p.m. Monday to Friday, or on Saturday from 9:00 a.m. to 3:00 p.m.
