The structured fine collection policy implemented by the “PBB” (Pago Bo Boet – Pay Your Fine) team, in cooperation with the CEA (Judicial Protection Service) and the border police, yielded tremendous financial results in 2025. The Public Prosecutor’s Office (Openbaar Ministerie – OM) achieved a significant increase in fine collection, reaching a grand total of Afl. 5,592,494.34. This represents an increase of more than one million florins compared to the year 2024, sending a strong signal to the community that penalties are indeed being collected and enforced. In the area of the Asset Recovery Team (Afpakteam), more than 5.6 million florins were confiscated in cases involving money laundering and damages suffered.
However, the report highlights a serious problem in the area of detention. Although there are 48 convicted individuals (so-called vrije-voeters or convicts at large) who are supposed to enter prison to serve their sentences, in practice, it was impossible to arrest and incarcerate these individuals due to a structural lack of capacity and space within the KIA prison (Korrectie Instituut Aruba). In the area of clemency requests (gratieverzoeken), 3 official petitions were submitted, of which the Governor rejected two, and the OM provided a positive recommendation for one.
