As part of his participation in the High-Level Week of the 81st United Nations General Assembly, the Minister of Justice, Integration, Public Transportation, and Energy, Mr. Dr. Arthur Dowers, attended the official opening of the first Permanent Observer Office of the Council of Europe to the United Nations in New York. During the opening ceremony, Minister Dowers met with Alain Berset, Secretary General of the Council of Europe, who has held this position since September 2024.
The official opening took place on September 21 and gathered various high-level representatives and guests. With this new permanent presence in New York, the Council of Europe aims to strengthen dialogue and cooperation with the United Nations, other international organizations, and partner countries, particularly in the areas of human rights, democracy, and the rule of law.
Minister Dowers participated in the event alongside the Minister Plenipotentiary of Aruba in Washington, Mrs. Zulema Dabian-Erasmus, and Juri Nicolaas in his capacity as Director of the Department of Foreign Relations (Directie Buitenlandse Betrekkingen – DBB).
On this occasion, Minister Dowers also met with His Eminence Cardinal Pietro Parolin, Secretary of State of the Holy See, who was among the high-level guests present at the opening.
The event also provided an opportunity to maintain contact with various international representatives and to continue strengthening relationships in an environment where dialogue and international cooperation are central.
For Aruba, it is essential to leverage the opportunities provided by High-Level Week to maintain contacts, build relationships, and continue positioning our country in international dialogue.
Minister Dowers’ participation in the activities in New York is part of Aruba’s presence within the Kingdom of the Netherlands delegation during the High-Level Week of the United Nations General Assembly.
