Minister Geoffrey Wever inaugurates informational workshop on the new procurement law to strengthen transparency and fair competition

The Government of Aruba, through the Minister of Finance, Economic Affairs and Primary Sector, Mr. Geoffrey Wever, today inaugurated an important informational workshop dedicated to merchants, entrepreneurs, and service providers who work with the Government of Aruba. The workshop focuses on the procurement law (Aanbestedingsverordening AB 2019 no. 39) and the new General Procurement Decree (Aanbestedingsbesluit AB 2024 no. 14), which will enter into force on January 1, 2026.

Minister Wever expressed his appreciation to the Department of Finance, particularly to Ms. Rita Werleman, Ms. Angelique Bagheri, and Ms. Sandra Burke, for their intensive work in preparing and delivering the training sessions for both the public sector and government suppliers.

According to Minister Wever, the implementation of the new regulations represents a significant step forward in transparency and accountability in all government procurement processes. The law requires mandatory publication of upcoming tenders, suspensions, terminations, and the designation of winning companies.

The procedural changes provide:
● More flexibility for suppliers;
● More clarity and better substantiation of government decisions;
● Expanded legal protection, including a stipulated period to submit objections before the final signing of the contract;
● Fair competition and equal opportunity for all participants;
● The possibility to incorporate environmental criteria in procurement processes.

Minister Wever emphasized that modernizing the legal framework directly contributes to a “level playing field,” stimulates the economy, and ensures that Aruba’s financial resources are used responsibly and with integrity.

The minister invited all participants to make use of the session to ask questions and receive direct clarification from the expert team of the Department of Finance.

“The law is clear, accessible, and equal for all suppliers, and this forms the foundation of a strong economy and a fair government,” Minister Wever stated.
