11 parliamentarians cannot vote to override the Constitution; the HOFA law requires 14 votes

Parliamentarian Endy Croes explains that Dutch professors, in their second advice to the AVP–FUTURO government, stated that if the government insists on pushing forward with the Kingdom Act HOFA and moves in a direction that would deviate (“wijk af”) from Aruba’s Constitution, the approval of the HOFA law cannot be decided by only 11 parliamentarians.

According to the advice, two-thirds of Parliament must vote in favor of such a decision — a majority they do not have.
