Council of Advice cannot legally approve an increase in vacation pay for politicians

During last week’s meeting on vacation pay, the MAN-PIN faction pointed out that the Government tried to throw a “fastball” at the public and fix its “pastechi” by including vacation pay for politicians in the same legislation that covers vacation pay for civil servants. This is clearly against principles of morality and ethics especially while the Government itself fails to index AOV as required by law.

MAN-PIN also noted, in a letter sent last Monday to Prime Minister Pisas, that the Government must separate the civil servant legislation from the other two laws, because the Government did not submit the vacation pay law for politicians to the Council of Advice for review, as is legally required.

According to the State Ordinance, benefits for parliamentarians require the support of 2/3 of Parliament meaning 14 votes. MAN-PIN’s proposal is therefore not to block or delay the vacation pay law for civil servants; that law can be approved with a simple majority of 11 votes.
Last Friday, 28 November 2025, the Government responded to MAN-PIN’s questions and acknowledged that MAN-PIN’s objections were valid and that the correct legal procedure should have been followed.

On that same day, the Council of Advice also sharply criticized the Government for legal violations and for ignoring the advisory requirements of the Council. The Council pointed out that the Government combined two laws: one requiring 14 votes and one requiring 11 votes.
It is clear that the Council of Advice used the same arguments as MAN-PIN to show that the Government acted in violation of the law.

The Government has now submitted a “Note of Amendment” addressing only the civil servant law, exactly as proposed by MAN-PIN. MAN-PIN is satisfied that sound judgment has prevailed. Once again it has been demonstrated that a serious opposition, grounded in democracy and moral principles, helps correct poor governance.
