Council of Advice disqualifies the way AVP–FUTURO organizes ministries under the LIM law

A concentration of political power without logic that puts Aruba at risk

After several months, the AVP–FUTURO Government has finally submitted the amendment to the Landsverordening Instelling Ministeries (LIM). According to the Council of Advice, the way AVP–FUTURO structured the ministries lacks logic and represents a serious risk for Aruba. The Council of Advice rejected the proposed organization by Mike Eman and the rest of the AVP–FUTURO ministers.

KOJIS Ministry is the most problematic
The Council of Advice points out that the least coherent combination of portfolios is the Ministry of Kingdom Relations, Education, Youth, Innovation, and Sports (KOJIS), under the responsibility of Minister Gerlien Croes.

Minister with five portfolios is a recipe for failure
According to the Council of Advice, assigning five different portfolios to a single minister is a dangerous experiment for the future of the people. The portfolios have no direct relation to each other, and each requires significant attention and capacity. By combining them, the focus of governance is lost and the work remains incomplete, resulting in negative outcomes for the community.

Aruba’s position in the Kingdom is weakened
The Council of Advice also warns that the Kingdom Relations portfolio is highly sensitive and strategic. Combining it with Education, Youth, Innovation, and Sports reduces the attention and diplomacy needed to defend Aruba’s interests in the Kingdom.

Traditionally, Kingdom Relations is managed by the Prime Minister, as head of the cabinet. Under AVP–FUTURO governance, however, this portfolio was combined for political convenience, which could weaken Aruba’s position in the Kingdom.

Concentration of power without logic and risk for Aruba
Parliamentarian Xiomara Maduro expresses concern that AVP–FUTURO treats serious matters as a political game. The organization of ministries should be based on effectiveness and the people’s interests, not on power concentration. According to Maduro, especially the structure of the KOJIS Ministry creates a concentration of political power with no logical basis, putting Aruba’s well-being at risk. It is regrettable that AVP–FUTURO parliamentarians are not concerned about the Council of Advice’s recommendations and do not realize that such a concentration of power is irresponsible and harms the people they are supposed to represent.
